با يكپارچهسازي فناوري اطلاعات و سيستمهاي قدرت و ظهور ماهيت فيزيكي–سايبري اين شبكهها، حملات تزريق داده غلط (False Data Injection – FDI) به دليل توانايي عبور از آزمونهاي تشخيص، به يكي از چالشهاي امنيتي مهم تبديل شدهاند. در اين پژوهش، حملات FDI با هدف ايجاد تصميمات بهرهبرداري نادرست و بروز اضافهبار در خطوط انتقال، در قالب يك مدل دوسطحي مدلسازي شدهاند. در اين مدل، مهاجم با دسترسي محلي به دادههاي اندازهگيري و با استفاده از تخمين حالت DC و تحليل حساسيت ولتاژ، تلاش ميكند بدون شناسايي شدن توسط اپراتور، خط هدف را دچار اضافهبار كند؛ در مقابل، اپراتور با حل مسئله پخش بار اقتصادي سعي در خنثيسازي اثرات اين حمله دارد.
براي مقابله با حملات تزريق داده غلط، در اين پژوهش چارچوبي دفاعي مبتني بر يادگيري عميق و ترنسفورمر چندمقياسي ارائه شده است. اين چارچوب با بهرهگيري از قابليت ترنسفورمر در مدلسازي وابستگيهاي پيچيده، روابط زماني، مكاني و ناحيهاي؛ دادههاي سيستم قدرت را بهصورت همزمان استخراج ميكند. با افزودن اين سازوكار دفاعي، مدل اوليه دوسطحي مهاجم/اپراتور به يك مدل سهسطحي توسعه داده شده است. در اين ساختار، چارچوب دفاعي پيشنهادي ابتدا وقوع حمله را تشخيص ميدهد، سپس نواحي و باسهاي آلوده را شناسايي كرده و در نهايت با اصلاح دادههاي مخدوش، اطلاعات قابل اعتماد را براي اپراتور سيستم بازيابي ميكند. در مرحله بازيابي داده، از يك رويكرد سلسلهمراتبي مبتني بر مكانيزم دروازهاي و وزندهي پويا در قالب تابع هزينه چندوظيفهاي استفاده شده است تا ميان اهداف مختلف، از جمله دقت تشخيص و كيفيت بازيابي دادهها، تعادل مؤثري برقرار شود.
كارايي چارچوب پيشنهادي بر روي سيستم قدرت IEEE 39-Bus مورد ارزيابي قرار گرفته و نتايج شبيهسازي نشان ميدهد كه اين روش، در مقايسه با ديگر روشهاي يادگيري ماشين و يادگيري عميق، دقت بالاتر در تشخيص و عملكرد بهتري در بازيابي ارائه ميدهد.

Nowadays, the widespread integration of communication infrastructures has transformed modern power systems into cyber–physical networks, making them increasingly vulnerable to cyber threats —particularly False Data Injection (FDI) attacks—a critical security concern. These attacks manipulate measurement data, disrupt protection and control operations, and remain difficult to detect due to their ability to remain stealthy against conventional bad data detection mechanisms.
In this dissertation, a realistic model for FDI attacks is developed in which the attacker has access only to a local region, and the attack is confined to that area. The attack design is based on DC state estimation combined with voltage sensitivity analysis with respect to active power, eliminating the need for complex nonlinear AC models. The attack is initially formulated as a bi-level optimization problem. At the upper level, the attacker aims to overload a target transmission line with minimal data manipulation while remaining hidden from the operator, whereas at the lower level, the operator attempts mitigates the attack impact by solving an economic dispatch problem.
To defend against such attacks, a deep learning framework based on a multi-scale transformer architecture is developed to simultaneously capture temporal, spatial, and regional dependencies in system measurements. Considering the defender’s design, the original bi-level attacker–operator model is extended to a tri-level framework. The proposed model jointly performs four key tasks: attack detection, identification of the compromised region, localization of affected buses, and recovery of corrupted measurements. The recovery module employs a hierarchical gating mechanism with dynamic weighting through a multi-task loss function to enhance robustness.
The performance of the proposed framework is evaluated on the IEEE 39-bus power system, and simulation results demonstrate that the proposed method achieves higher detection accuracy and superior data recovery performance compared to conventional machine learning and deep learning approaches.
