An Analysis of the Role of the Islamic Culture an‎d Relations Organization (ICRO) in Activating, Synergizing, an‎d Expan‎ding the Cultural Diplomacy Capacities of the Islamic Republic of Iran in Turkey (1995–2019)

Abstract: Organization of Islamic Culture an‎d Communication, as the institution in charge of the cultural diplomacy of the Islamic Republic of Iran, is responsible for guiding, planning an‎d implementing the countryʹs cross-border cultural interactions. This organization develops an‎d strengthens cultural relations between Iran an‎d other countries through its cultural representatives in many countries of the world. The current research has been conducted with the aim of eva‎luating Iranʹs cultural consultation performance in Turkey during the period of 1374 to 1398 an‎d tries to provide a scientific framework for measuring the level of cultural activities in this country by using the organizationʹs upstream documents, global indicators of soft power an‎d cultural diplomacy. In order to conduct this research, 25 main indicators an‎d 137 sub-indices were extracted from reliable sources an‎d considered as eva‎luation criteria. The questions of this research are why the policies an‎d planning of the Organization of Islamic Culture an‎d Communication in Türkiye should be analyzed an‎d redefined? an‎d how the planning an‎d policies of the Organization of Islamic Culture an‎d Communications can lead to the expansion of Iranʹs cultural diplomacy capacity in Turkey? The research method includes the review an‎d analysis of the official documents an‎d correspondences of Iranʹs cultural consultation in Turkey during the mentioned period (descriptive an‎d analytical), an‎d these documents were classified an‎d analyzed based on the determined indicators. The findings of the research show that there is a wide an‎d potential capacity in the direction of the development of the cultural diplomacy of the Islamic Republic of Iran in Türkiye, which has not yet been fully exploited. The results of this research can be used as a basis for cultural policy making, eva‎luating the performance of institutions in charge of cultural diplomacy, as well as developing strategic plans in the field of cultural interactions between Iran an‎d Turkey an‎d other countries.
