Every government needs values to be the basis for decision-making and moving towards achieving its goals. These values in the Islamic government are derived from the divine commands and the words of the Ahl al-Bayt (AS). During his caliphate, Hazrat Ali (AS) made very valuable statements about management and governance methods; for example, in the Malik al-Ashtar Treaty, which is considered a major charter in the field of government and politics, in a part of the letter, he provides a basic criterion for organizing in order to choose the best path to follow in the world of governance to the rulers, governors, and agents of the Islamic government. According to Imam Ali (AS)’s saying, "...and let the things you love most be those that are most moderate in truth, most comprehensive in justice, and most conducive to the satisfaction of the people..." (Letter. 53); The most beloved deeds should include the values of truth, justice, and the satisfaction of the people in the best possible way. In one sentence, with a unique expression, Imam (AS) has presented a complete and comprehensive model of the values of the Islamic system, which is a prerequisite for the realization of the ideal Alawi society in line with localization and exemplary implementation of the religion. This research, using a descriptive-analytical method, seeks to explain all three values based on the Imam’s description of their performance. That is, what does the phrase “The most moderate in truth” mean? How about “The most comprehensive in justice”? What is meant by “The most conducive to the satisfaction of the people”? In fact, the values of a ruler, from the perspective of the Commander of the Faithful Ali (AS), in governance are in the form of an intertwined cycle, within the framework of the principles of truth, justice, and the satisfaction of the people, which can, with their continuity and stability, guide society on the path of the relationship between the government and the people.
In addition, the relationship between these three values and the path of movement towards the realization of these principles and its fruit, namely the satisfaction of the people with the Islamic government and the performance of the ruler, and as a result, the achievement of the governmental ideals of Imam Ali (AS), will be expressed, which can be a measure for evaluating these values. In the end, it can be admitted that in the view of the Imam (AS), the highest criterion for government is the satisfaction of the general public; A satisfaction that is based on justice and truth.
