Abstract
Human resources, as a strategic asset and a source of sustainable competitive advantage, play a fundamental role in the success of organizations. In recent years, the competency-based approach in human resource management has gained increasing attention, as competencies represent a combination of knowledge, skills, attitudes, and behaviors that lead to effective individual and organizational performance. However, one of the major challenges organizations face is the lack of an accurate framework for valuing human resources based on competencies. The purpose of this study is to develop a comprehensive and advanced model for human resource valuation with an emphasis on competency. The proposed model calculates the monetary, competency-based value of employees through four components: investment costs in employees (replacement value model), employees’ initial value, the economic value generated by employees (extended economic value model), and employees’ competency value. This research was conducted at the Isfahan Chamber of Commerce. Based on the research questions, a descriptive-survey method was employed. The statistical population included seven managers from various departments of the Isfahan Chamber of Commerce in the year 2025. Therefore, sampling was not required, and the entire population was studied. Data were collected through secondary data sources (such as educational background, work experience, competency scores, and organizational investment costs related to the managers under study obtained from the Isfahan Chamber of Commerce) as well as questionnaires. The questionnaires included a job satisfaction survey for managers and an internal customer satisfaction survey for employees, both designed based on the Kano model. Cronbach’s alpha coefficient with an acceptable level was used to assess the reliability of the questionnaires. Data analysis was performed using Excel software. Ultimately, a model consisting of four components—investment costs in employees (replacement value model), employees’ initial value, the economic value generated by employees (extended economic value model), and employees’ competency value—was designed. The competency-based human resource valuation model was implemented in the Isfahan Chamber of Commerce, and the quantitative and monetary values of managers were calculated. According to the proposed model, the total competency-based monetary value of all managers over a two-year horizon was estimated at approximately 33.9 billion Rials (equivalent to 3.39 billion Tomans).
