The Arbaeen march is one of the religious and ritual examples that has become very popular among Muslims in recent years and has received special attention. In Shiite religious circles, the Arbaeen march is more than a simple religious phenomenon, but rather an intertwined and multi-layered reality. This special and unique event has created a suitable platform for the flourishing of human and moral qualities, intercultural interaction, social cohesion, and the expression of Shiite identity. Today, Islamic Iran is not only considered the political, economic, and military enemy of the West, but also the cultural, intellectual, cognitive, and philosophical enemy of the West. While the material civilization of the West focused on mere humanism by abandoning God, the Islamic Revolution of Iran once again raised the banner of the revival of God and spirituality. Today, a manifestation of this return to divine life can be seen in the wave of love and devotion to Aba Abdullah; From the perspective of theorists of Western material civilization, their main enemy is a culture that manifests love for God not only in the heart, but also in public arenas and through great divine rituals such as the Arbaeen processions and the Hajj.
After the victory of the Islamic Revolution of Iran under the leadership of Imam Khomeini (RA), many goals and ideals were expressed by him in various fields that overshadowed all political, social, cultural, economic, etc. affairs inside and outside the territory of Iran, the West Asian region and the world. Among the most important of these goals are 1- Implementing the laws of Islam and the uprising to revive the divine laws 2- Spreading Islamic justice 3- Islamic Republic of Justice 4- Neither East nor West 5- Fighting Israel 6- Saving the oppressed of the world 7- Laying the groundwork for the emergence of Imam Zaman (A.T.). Therefore, from the first days after the victory of the revolution, Imam Khomeini (RA) issued a decree to issue an Islamic revolution to other Islamic countries. The implementation of this decree required hardware and software tools and facilities inside and outside Iran.
Before the collapse of the Iraqi Baath regime, the Islamic Republic sought to increase its influence in the West Asian region mainly through educational and sometimes military aid to liberation, anti-colonial, authoritarian, and especially anti-Zionist groups. However, after the collapse of the Baath regime, one of the developments that took place in Iraq and spread greatly and became a major regional spiritual gathering was the Arbaʹin march. Shiites from other countries participate in the Arbaʹin march, and this sometimes became a manifestation of the presence of Shiites. The Islamic Republic of Iran plays a major role in this, and for this reason, the present study aims to explain how the Islamic Republic of Iran uses this tool to expand its cultural, political, economic, and military security influence among the Shiites and change the balance of power in the region in its favor in order to achieve the goals of the Islamic Revolution.
