The purpose of the current research was to the strtegic foresight of sport for all
development of Iraq contery. In this research, based on the different goals that the
research was pursuing, appropriate research methods were considered. 12 people
participated in the research as experts, who were asked for opinions on different
parts of the research. The criteria for selecting people were having education related
to the field of sports, Foresight, and sociology, research experience in the field of
sport for all and Foresight, and executive experience in the field of sports. The data
collection method in this research was library and field research. Qualitative and
quantitative methods were used in data analysis. Also, MiMac, Mector, and
Scenario Wizard software were used in different parts of the research for data
analysis. The results of the research showed that 6 categories of managerial,
infrastructural, cultural-social, media, human, and financial factors are effective in
the development of public sports in Iraq. 8 factors are considered as the key drivers
for the development of public sports in Iraq. Also, the results showed that the Iraqi
Parliament, the Ministry of Sports and Youth, Sports Federations, Broadcasting
organization, Ministry of Education, Ministry of Science, and Municipalities are
the key players in the development of public sports in Iraq. Finally, the results of
the analysis with the help of Wizard software showed that there are 4 scenarios with
very high compatibility for the development of public sports in Iraq. The ideal or
most optimistic scenario was named "Sleeping on a Swanʹs Feather" and the
undesirable or most pessimistic scenario was named “Moon in Scorpio". Therefore,
Iraqʹs sports and non-sports managers and officials can use the results of this
research in the future plans for Iraqʹs sports development.
