Railway projects are faced with extensive delays, which cause economic consequences (waste of limited resources, increased costs, unprofitability, inflationary effect, reduction of productivity and return on investment), and social consequences (reduction of public trust, expansion of regional imbalance). This research seeks to investigate the causes of delays in railway projects and solutions to deal with them and focus on Jovein-Esfarayen railway construction plan.
For this purpose, after compiling a list including 43 causes and 51 suggested solutions through the study of previous research (including articles, theses and national reports), a questionnaire was prepared and distributed among 10 experts involved in case study railway project in all parties (client, consultant, contractor, as well as the Planning and Budget Organization, who had sufficient knowledge of the case study of this research. The data obtained from this questionnaire were analyzed and the results discussed with 3 pundits in the railway industry. Finally, the prioritized causes and solutions by the means of fuzzy SWARA and Quality Function Deployment methods were determined based on their importance and effectiveness repectively. The results show that the most important causes based on punditsʹ point of view, are: the lack of a comprehensive transportation plan (in this case, railway one) as a rule to prioritize this countryʹs railway projects (plans), financing problem, technical and executive system defects. Political concerns were among the most frequent issues among all the people who commented. The inflation issue, from the expertsʹ point of view who are involved, was recognized as the most important cause. The sanctions and the weakness of management systems, which according to the experts involved in the project, were placed in the next priorities, respectively. Also, in terms of the impact of the most effective solutions on the most important causes of delays in railway projects (plans), there was also a dominant consensus; One of the most effective solutions can be mentioned: approval of the transportation master plan (for prioritizing projects). To deal with financial problems, solutions such as providing and managing capital resources properly, budgeting according to inflation and according to the context of the project, activating the resources of the transportation development fund, can be mentioned in the list of the most effective solutions. To deal with the problems of the countryʹs technical and executive system, solutions such as timely dealing with opponents and immediate delivery of the project land to the contractor, reform of the qualification recognition system and contractual systems, as well as the use of public-private partnership framework, are in the list of the most effective solutions. It is worth mentioning that the solution of "ensuring the existence of sufficient credit before the contract" is known as the most effective solution.
