شرايط جديد نظام بين‌الملل موجب شده است تا مولفه‌هاي جديدي ايفاي نقش كنند و كشورها براي دستيابي به اهداف و تامين منافع ملي خود، ابزارهاي جديدي را به كار گيرند كه از مهم‌ترين آنها مي‌توان به بهره‌گيري از ديپلماسي عمومي به عنوان ابزار قدرت نرم اشاره داشت. تحول در مفهوم قدرت كه از آن به عنوان «قدرت نرم» ياد مي‌شود، به عنوان اقدامي جهت بهينه كردن سياست خارجي كشورها محسوب مي‌گردد. همچنين يكي از ابزارهايي كه دولت‌ها براي نفوذ بيشتر قدرت نرم مورد توجه قرار مي‌دهند، ديپلماسي عمومي است. تركيه بعد از روي كار آمدن حزب عدالت و توسعه و تجديد نظر در سياست خارجي خود، يك سياست فعال و واقع‌گرا را در پيش گرفت و در پي آن بود تا خود را به رتبه اول قدرت منطقه و الگويي براي جهان اسلام برساند. اما اين هدف تركيه مستلزم داشتن شرايط بسياري است؛ علاوه بر قدرت نظامي بايد از جنبه‌هاي ديگر از جمله فرهنگي، اقتصادي، ايدئولوژيك، جغرافياي جمعيتي و علمي نيز در سطح بالايي قرار داشته باشد. چارچوب نظري استفاده شده در اين پژوهش قدرت نرم جوزف ناي و همچنين مباحث مربوط به ديپلماسي عمومي است. در اين پژوهش با استفاده از روش توصيفي- تحليلي، ديپلماسي عمومي تركيه با تاكيد بر قدرت نرم اين كشور بررسي شده است. يافته‌هاي اين تحقيق بيانگر آن است كه تركيه با استفاده از ديپلماسي عمومي و قدرت نرم نفوذ خود را در كشورهاي خاورميانه عربي گسترش داده و مخاطبان زيادي را به خود جذب كرده است، اما در اين راه با چالش‌هايي نيز مواجه بوده است.

The position of public diplomacy and soft power in Türkiyeʹs foreign policy in the Arab Middle East

The new conditions of the international system have caused new components to play a role and countries to use new tools to achieve their goals and secure their national interests, the most important of which is the use of public diplomacy as a tool of soft power. The transformation in the concept of power, which is referred to as "soft power", is considered as a measure to optimize the foreign policy of countries. Also, public diplomacy is one of the tools that governments pay attention to in order to influence soft power more. After the Justice and Development Party came to power and revised its foreign policy, Turkey took an active and realistic policy and sought to become the first power in the region and a model for the Islamic world. But this goal of Türkiye requires many conditions; In addition to military power, it must be at a high level in other aspects, including cultural, economic, ideological, demographic and scientific geography. The theoretical framework used in this research is Joseph Nyeʹs soft power and also topics related to public diplomacy. In this research, using the descriptive-analytical method, Türkiyeʹs public diplomacy has been investigated with an emphasis on the countryʹs soft power. The findings of this research show that Turkey has expanded its influence in the Arab Middle East countries by using public diplomacy and soft power and has attracted a large audience, but it has also faced challenges along the way.
