The issue of citizenship rights is one of the issues that have been discussed a lot nowadays. Many theories and discourses by political scientists, lawyers and sociologists express this. Citizenship rights refer to a set of rights and privileges that are granted to citizens in the legal system of a country, taking into account the two principles of human dignity and the prohibition of discrimination in order to provide the basis for the development of their individual and social personality. The five-year rule of Imam Ali (a.s.) is a perfect example in which the head of society paid full attention to the standards of citizenship rights. During the short period of his rule, he always mentioned things in his statements, sermons and letters and invited people to observe them, which are exactly the same principles of citizenship rights today. This research, with the aim of comparative analysis of citizenship rights in the school of neoliberalism and Nahj al-Balagheh, seeks to answer the question, what are the differences and commonalities of citizenship rights in the school of neoliberalism and Nahj al-Balagheh? In the current research, this hypothesis is proposed that "in relation to citizenship rights, there are points of difference and commonality in the school of neoliberalism and Nahj al-Balagheh, which originates from the foundations and principles of these two schools".
The findings indicate that unlike the type of citizenship in neoliberal systems, which is mainly based on rights and duties in Nahj al-Balagheh, Amir al-Muʹmanan has a two-way relationship in citizenship based on rights and duties.
