بخش عمده¬اي از نيازهاي انسان در تعامل با اجتماع تأمين مي¬شود و از اين رو شيوه¬ي اداره¬ي جامعه توسط حكومت¬ها در سعادت يا شقاوت انسان¬ها تأثير جدّي و شگرفي دارد. در بين شيوه¬هاي مختلف حاكميت، حكومت اسلامي يعني حكومتي كه مبتني بر آموزه¬هاي دين اسلام است، با داعيه¬ي تأمين سعادت دنيا و آخرت انسان¬ها، تنها خداوندي را صاحب حق فرمانروايي بر انسان مي¬داند كه خير و صلاح تمامي آفريدگانش را مي¬داند، مي¬تواند و مي¬خواهد. از اين رو ولايت و حكومت را فقط براي كسي سزاوار مي¬داند كه در علم و عمل، تنها و تنها به دنبال تحقّق خواست خداوند در اداره¬ي جامعه باشد و هيچ رأي و نظري جز آن نداشته باشد. اين مهم ابتداءً در حكومت پيامبر يا امام معصوم تجلّي مي¬يابد و در زمان عدم دسترسي مستقيم به معصوم، توسّط فقيه عادل محقّق مي¬شود. هدف اين پژوهش ارائه¬ي الگوي رهبري نظام اسلامي با چنين ساختاري است. نمونه¬ي بارز حاكميت معصوم؛ دوران حكومت رسول مكرّم اسلام و حضرت اميرالمؤمنين در صدر اسلام است كه براي مطالعه¬ي اين دو دوره مراجعه به قرآن كريم و نهج¬البلاغه بسيار راهگشاست. بعنوان نمونه¬اي از حكومت فقيه عادل نيز مي¬توان به دوران رهبري آيت¬ا... خامنه¬اي اشاره نمود كه از نظر زمان، طولاني¬ترين دوران حاكميت ولايي يك انسان از صدر اسلام تا كنون است. لذا با بررسي مكتوبات آيت¬ا... خامنه¬اي از ابتداي رهبري تا پايان سال 1395 و عرضه¬ي نتايج آن به محضر نوراني قرآن و نهج¬البلاغه تلاش كرده¬ايم الگويي از اداره¬ي يك نظام اسلامي ارائه كنيم. براي اين امر روش اصلي در اين پژوهش، روش تحليل مضمون با شيوه¬ي قالب مضامين است. لذا با مطالعه و دسته¬بندي بيش از 1200 نوشتار امام خامنه¬اي(حفظه¬ا...) و استخراج معيارهاي ايشان در حوزه¬هاي «سياسي»، «علمي و فرهنگي»، «اقتصادي و عمراني» و «نظامي و امنيتي» ابعاد و شاخص¬هاي به دست آمده را از نظر قرآن و نهج¬البلاغه بررسي مي¬كنيم و الگوي اسلام در اين حوزه¬ها را به دست مي¬آوريم. بر اساس اين الگو اسلام براي سياست داخلي مانند انتصاب مديران و برخورد با آنان برنامه¬ي جامعي دارد و در سياست خارجي با تكيه بر 3 اصل عزّت، حكمت و مصلحت به دنبال تعامل صحيح با جهان براي تأمين منافع ملّي است؛ در مديريت علمي و فرهنگي با نگرشي مبتني بر دانش و هنر، تعاليِ انديشه و رفتار مردم را براي رسيدن به جايگاه رفيع انسانيت دنبال مي¬كند و در مديريت اقتصادي و عمراني با تلاش براي ساختن اقتصادي سالم، مقاوم و پويا، به دنبال ساختن جامعه¬اي آباد و ريشه¬كن كردن فقر، فساد و تبعيض است؛ در مديريت نظامي و امنيتي نيز نظر اسلام بازدارندگي و پيش¬گيري از جنگ است و از همين رو بر خلاف ساختارهاي نظامي تجاوزگر، هدف اسلام از اقتدار نظامي، تأمين امنيت و آرامش براي انسان-هاست و ضمن تأكيد بر دشمن¬شناسي و عدم اطاعت از دشمن، راه¬هاي بازدارندگي را دنبال مي¬كند و در صورت ناچار بودن از نبرد نظامي، جهادي مقتدرانه و در عين حال اخلاق¬مدار را توصيه مي¬كند.

A major part of human needs is met in interaction with the society, and therefore the way the society is managed by the governments has a serious and tremendous effect on the happiness or misery of the people. Among the different forms of governance, the Islamic government means a government that is based on the teachings of the Islamic religion, with the claim of securing the happiness of this world and the hereafter, and considers only God as the owner of the right to rule over human beings, who is good and good. He knows, can and wants all his creatures. Therefore, he considers the governorship and government only for someone who, in knowledge and practice, only seeks the fulfillment of Godʹs will in the management of the society and has no opinion or opinion other than that. This importance is initially manifested in the rule of the Prophet or the Infallible Imam, and when there is no direct access to the Infallible, it is achieved by the righteous jurist. A clear example of innocent sovereignty; The era of the rule of the Holy Prophet of Islam(PBUH) and Amir al-Mu’menin(PBUH) is at the beginning of Islam, and for the study of these two periods, referring to the Holy Qurʹan and the Nahj al-Balagha is very helpful. As an example of a righteous juristʹs rule, we can also mention the leadership period of Ayatollah Khamenei, which in terms of time is the longest reign of a human being from the beginning of Islam until now. Therefore, by examining the letters from the beginning of Khameneiʹs leadership (1989-06-04) until 2017-03-20 and the presentation of its results in the holy presence of the Qurʹan and Nahj al-Balagha, we have tried to present a model of the administration of an Islamic system. Based on this model, Islam has a comprehensive plan for internal politics, such as the appointment of managers and how to deal with them, and in foreign policy, relying on the 3 principles of honor, wisdom and expediency, it seeks the correct interaction with the world to secure national interests. In scientific and cultural management, with an attitude based on knowledge and art, it pursues the excellence of peopleʹs thought and behavior to reach the lofty position of humanity, and in economic and civil management, by striving to build a healthy, resilient and dynamic economy, it seeks to build society. O Abad and eradicating poverty, corruption and discrimination; In military and security management, Islamʹs opinion is deterrence and prevention of war, and therefore, unlike aggressive military structures, Islamʹs goal of military authority is to provide security and peace for people, while emphasizing hostility and disobedience. He follows the ways of deterrence from the enemy, and in case of having to fight a military battle, he recommends an authoritative and at the same time ethical jihad.
