Today, energy security has become one of the most important political and economic issues in international relations, and in this regard, the position of oil and gas, and in the last decade, liquid natural gas, is very important. In the meantime, Qatar and England as two producing and consuming countries, despite the fact that their relations were based on colonialism throughout history, are now based on bilateral economic and political cooperation. Despite the different nature of their geographical conflict, which includes Qatarʹs placement in the Middle East and Englandʹs tense region in Europe, Qatarʹs rich energy resources and Britainʹs strong dependence on gas have revealed the role of energy in the relations between the two countries more than ever. Liquid natural gas as a new fuel in the energy market plays an important role in the relations between the two countries. The basic research question is how economic and political opportunities and challenges can be effective in Qatarʹs LNG exports to England.
In response to the mentioned question, this research seeks to analyze the opportunities and limitations of Qatar in the British market in the three dimensions of resource geography, economy and politics in an interdisciplinary manner by using the framework of energy security and emphasizing on producers. The results of the research show that the existence of limitations such as the rentier nature of the Qatari government, the diplomatic crisis in the Persian Gulf, the insecurity resulting from the Gaza crisis, the authoritarian political structure and the tensions in the seas will cause this region to become politically unstable in the future. to be In the framework of energy security, despite its special geographical and geopolitical location, Qatar can take advantage of its energy reserves and transfer its resources, but maritime transit issues and the resulting challenges have always caused sensitive maritime points such as the Strait of Hormuz and the Suez Canal. As waterways that play an important role in the transfer of oil and gas, they should be further investigated; Because they will have an important impact on the economy of producing and consuming countries. Ensuring the countryʹs security is one of the fundamental issues for Qatar as an energy exporting country, because disruption in this direction will disrupt the process of regional and global energy market security and will have unfortunate political and economic consequences for the region. On the other hand, Qatar also faces opportunities; Over the years, although the oil and gas sector of Qatar was the main focus of investments, the emphasis towards the development of gas production and the export capacity of liquefied natural gas in this country has undergone changes. supporting the growth of the private sector and entrepreneurial businesses; Ensuring the security of the seas, using the capacity of European countries, especially the UK, to invest and export LNG, increased Qatarʹs ability to pursue its foreign policy goals. Qatar plays an important role in Londonʹs foreign policy after the war in Ukraine and the increase of British dependencies in this region. The foreign policy of Qatar and the UK in coordination leads to wider trade and the consequences of the Ukraine crisis create brilliant opportunities for Qatar to export LNG to the UK. In this research, the descriptive-analytical research method and the method of collecting information in the form of library-documents, internet have been used to analyze the issues.
