Participation and leadership of women in political and social life is the most important prerequisite for the development and stability of countries. The Islamic council of the city and the village, like a city parliament, creates a new arena for womenʹs participation. y creating a platform for the presence of women and men, the council has been transformed into a manifestation of peopleʹs presence, views, wishes, needs and desires. In general, despite the importance of the city council, women rarely enter this field and even after entering the city council, they face many challenges and issues that sometimes make it difficult for them to continue working. This research was conducted by using the qualitative description method and conducting semi-structured interviewswith the participation of 17 women in Isfahan province who were previously members of the Islamic Council of the city or are currently active, with the aim of investigating womenʹs experiences of participating in the Islamic Council of the city. According to the findings, despite the increase in the presence and participation of women in the city council, womenʹs participation is still affected by factors such as male organizational culture, gender stereotypes and systematic discrimination. The city council is a gendered workplace and includes masculinity norms embedded in the organizational culture, genderization of tasks and problems in balancing work and family. If women benefit from the support of family, husband and organization, counseling and initiative to form womenʹs networks, they will become more empowered and feel less discriminated or rejected. Despite the existing ways for women to enter the Islamic City Council, the mental challenges and preoccupations that women face in this field play a very important role, while the presence, decision to continue the path of progress and their lived experience of their working environment depend on these factors.
