The problem of this research is to find and understand to what extent restorative procedures have been used to solve the problems caused by the crime of murder in Afghanistan, and what are the obstacles, limitations and problems that lie in the way of restorative procedures have been discussed. This is because the programs and processes of restorative processes are not effective in relation to criminal matters, including murder, when they are appropriate and necessary, and the institutions of the criminal justice system are not very inclined to apply them and do not move very optimistically to use restorative programs. Therefore, in this article, most of the issues that have been of concern are how much the restorative procedures are capable of solving the issues caused by the crime of murder in Afghanistan, or to what extent the cases have been treated in a non-blasphemous way by the human institutions. It is resolved through restorative procedures, and has the legislator paid attention to restorative procedures in the legislative system of Afghanistan or not? Because criminal justice has not reached its goals so far; but to; Failure is getting closer. Because in criminal justice, the criminal is finally sentenced to imprisonment, execution or any other type of punishment, and on the other hand, the government, in the role of the victim, intervenes in the trial of the accused or the criminal and wants to punish himself or the law with a criminal response. While the condition of the victim or even the criminal has not improved and healing ointment has not been used for their wounds and their needs are not taken care of, and even the condition of the victim and the criminal may become worse This is while the discussion of the theory of restorative justice procedures has emerged along with the principles and conditions to be considered, and at the same time, it focuses on the victim and even the criminal, and seeks to improve affairs and restore broken relationships, compensate for damages, address needs, and rebuild the material personality. The psychology of the parties is the victim, so it is true that restorative procedures should be used to deal with the crime of murder. But unfortunately, due to various reasons, restorative methods have been used less in Afghanistan to deal with major crimes such as intentional murder.This research is, of course, a library research and a descriptive and analytical method. . By referring to written sources and library documents, I have explained the restorative procedures in the part of solving the problems caused by the crime of murder in Afghanistan. Exactly; The results obtained from this research are that if the restorative procedures are implemented in a scientific and ideal way that the supporters of restorative justice express, it will undoubtedly have the ability to solve major crimes such as murder; But unfortunately, there is an incomplete understanding and even ignorance on the part of judicial institutions and popular institutions of restorative justice.
