More then adecade has Passed since the issue of Iran s conflict. Iran s Nuchear agreement, which was concluded in 2014 between the 5+1 countries (America, Russia, China, France, England, Germany), has been suspended again due to the unilateral withdrawal of the United States fram the JCPOA. Although Western countries and Europa were opposed to Iran s nuclear energy from the beginning, the remaining countries China and Russia also supported Iran s nuclear issue. On the one hand, China and Russia, along with the United States, are worried about Iran gaining nuclear power, and on the other hand, they support Iran s nuclear energy.The basic question in the current research is what is the foreign policy of China and Russia regarding Iran s nuclear issue? In response to the mentioned question, in fact, this research is about finding the points of commonality and points of difference between the policies of China and Russia regarding Iran, which is evaluated using the theory of continuity of the analysis level of Rosna and with a comparative method. The findings of the thesis have shown that although boht contries support Irans nuchlear energy and do not agree with Amrican sanctions against Iran, they chose a dual policy due to their interests and European countries. China, due to its dependence on energy (oil and gas) and Russia., due to its commercial dependence, each try to prevent sanctions on Iran. However, the findings show that in Chinas Foreign policy, helping third world countries and their nuclearization is the priority of the Chinese authorities, while Russia is opposed to a nuclear Iran and seeks to gain its superpower status.Therefore, Iran can hope for a relationship with China. The sources needed in this research were collected through the library method and secondary data and analyzed using James Rosena s theory of continuity. Likewise, the period of this research is from 1364 to 1401.
