In the market of selling art products, creating trust is like a public good, as a result, if all artists respect the authenticity and quality of the product, trust is created, and if most artists respect the authenticity and quality of the product, but one person enters the market with a fake product. That person gets a special profit and eventually more artists tend to sell poor quality products. Therefore, this reduces the trust in customers. Another feature of this action situation is information asymmetry and adverse selection, meaning that in the art market, the seller has more information about the work than the buyer. So the buyer always faces the risk of low quality of the purchased work. Decline in sales, closure of small workshops and decrease in confidence in the authenticity of Khatam works are among the factors causing stagnation in the Khatam market of Isfahan Province, centered on East Isfahan (Khorasgan). As a result, one of the measures that can create a change in this field of action is to send a meaningful sign (identity certificate of works) to the buyer. The present thesis has used the institutional analysis tool (IAD) developed by Elinor Sturm to analyze the government's actions for the certification of handicrafts and arts and its consequences. The data was collected using semi-structured interviews with artists, those in charge of issuing birth certificates in the private sector and government managers in the field of handcraft birth certificates in Isfahan and especially in Khorasgan region and continued until theoretical saturation. Finally, the findings of this research show that the government's actions have had effective and destructive consequences in two situations: the sale of luxury works and the sale of commercial works. Obviously, for the purchase of luxurious works, the buyer is willing to pay more to ensure the authenticity of the work, which in itself causes more added value for the work. On the other hand, not having an approved and comprehensive mechanism, not having a monitoring and evaluation regulation for the executive who issues birth certificates for handicrafts and arts, respectively, leads to specialism and conflict of interests and monopoly in issuing birth certificates in this situation. After the current measures of the government could not be fully effective, finally, the regulations and instructions for the creation of the Center of Handicrafts and Art Appraisers have been proposed to the Handicrafts Deputy of this Ministry. In this by-law of the organization of the craft and art evaluators' center, the characteristics of the work birth certificate are defined and expressed. This regulation specifies a birth certificate with a common issuing place (registration and documents office), having a similar physical body, confirmation by the official assessor of the Handicrafts and Art Appraiser Center, the ability to transfer ownership, the exact description of the product characteristics, the frequency of the produced product and the raw materials. slow Therefore, these features mentioned in the regulations can be rules that change the field of action compared to the previous period, thereby correcting the consequences of the government's previous actions.
