Identifying and evaluating university social participation was the main purpose of this study. For this purpose, the data strategy of the foundation was used from a methodological point of view. The study area is Semnan province and Semnan University. The statistical sample included two groups of internal stakeholders of the university (including staff, deputies and faculty members of the university) and external stakeholders of the university (including managers and experts of local organizations, education, governorate and municipality). In the qualitative section, purposive sampling and sample size were determined based on the emerging method of 29 people and in the quantitative section, using the formula of Herr (2014), 385 people. The sample people were those who had effective positions and shared academic experience. Data analysis was performed in three stages of open, axial and selective coding and a paradigm model of the research was obtained. The results showed that the most important causal factors of university social participation are the efficiency and effectiveness of the university, periodic monitoring of university performance through local organizations and peers, education on environmental issues, enrichment of curricula and tailoring educational content to the needs of society. In the meantime, strategies were obtained from the perspective of key informants and with regard to their experiences and perceptions of the state of university social participation, which can be educated citizens and culture in reducing production and segregation of household waste, open the university social space for growth and He mentioned the supply of youth, education of handicrafts in the province to housewives, especially in deprived areas, the sensitivity of programs in the field of environmental protection, and the revision of educational content based on the needs of society. In order to implement these strategies, the role of environmental factors such as politicization of the university and change of government views, incompetence, managers ʹwork policy and managersʹ dependence on political currents, interference of political and scientific attitudes, lack of scientific and social freedom, limited and insignificant powers of the board Lack of sense of responsibility and accountability of the university to society and also the role of underlying factors such as inconsistency between goals, missions and university programs, lack of agility in responding to environmental changes, lack of research culture and habit of scientific consumerism, culture of inter-university participation, Industry and society were unaware. Finally, despite these actions and reactions and achieving social participation in the university, we should see the consequences of reducing social harms, increasing the quality of life of citizens and improving health needs, institutionalizing entrepreneurial thinking in the university, reducing unemployment and aligning education with society. Also, a small part of the research showed that the rate of social participation of Semnan University in the identified items is above average.
